HARP Development Strategy

The primary components of the HARP development strategy are as follows:

1. Develop a mixed-use Riverwalk that creates 24-hour activity along the Arkansas River waterfront.

2. Encourage land uses which:
- Support a revitalized downtown for Pueblo and the surrounding market area.
- Will derive peripheral value from their proximity to a major water amenity.
- Are complementary with existing downtown businesses.
- Will help to strengthen the linkages between Downtown Pueblo's districts: the Commercial Historical District (Union Avenue); the Civic District; and the Business District.
- Will increase pedestrian traffic in Downtown Pueblo.
- Create a 24-hour environment. - Maximize return on public investment through private sector development.

HARP Development Program Urban Enrichment Area

The Urban Enrichment Area extends from Victoria Street to Main Street and will serve as the "heart" of the HARP. This area will be a vital urban activity center, where public spaces and commercial development interact. Riverfront plazas will feature activities, entertainment, special events, and commercial development, including shops and restaurants, while river taxis will provide shoppers and visitors with an authentic water experience. The Urban Enrichment Area consists of three building sites.

Proposed Land Uses For The Three Parcels

Each of the proposed land uses is consistent with HARP development strategies and is responsive to market demand. The following are descriptions of each of the land uses and their market focus:

Street/Bridge Level Retail, restaurant, entertainment, and local service retail space targeted to downtown employees and visitor/tourist traffic.

National/regional/local restaurateurs, primarily lunch and dinner service targeted to downtown employees, visitor/tourist traffic and market-area residents.

Specialty retailers, e.g., casual clothing/accessories, deli/sandwich shop, ice cream/coffee house, gift shop, hair salon, news stand, etc.

Business service retailers, e.g., local artisans, printing, copies, mailing, packaging, etc.

Business and tourist travelers, overflow from Convention Center

3rd - 6th Levels

Multi-tenant space (apartments, condominiums, lofts) targeted to downtown employees, relocating employees and existing households within the Pueblo market area seeking an urban housing experience.

Home Office, a combined retail/commercial/housing product - "Hoffice"

Class A, downtown, multi-tenant space designed for small- to mid-sized (less than 5,000 square feet) users. Service professional (architects, engineers, accountants, etc.)
