The City of Pueblo, Colorado is undertaking a public-private endeavor to restore its waterfront and revitalize its Downtown area. With its first two phases now complete, the $22.5 million, 26-acre Historic Arkansas Riverwalk of Pueblo, or HARP, is modeled on the San Antonio Riverwalk and similarly, now offers a mix of public and privates uses which will physically enhance and economically strengthen Downtown Pueblo and the surrounding community.
At this time, the City owns most of the 26-acres surrounding the historic Arkansas River channel. It is offering for sale or long-term lease, several parcels for development by private sector interests to encourage construction of restaurants, shops, offices and residences. These development sites are surrounded by a multi-million dollar investment in public plazas, walkways, water features and other public spaces. The City's approach to developing these sites will emphasize a long-term, cohesive strategy designed to maximize the value derived from this important public amenity.
This mix of public and private uses will be a signature development to enhance and give a "heart" to Downtown Pueblo. Conceptualized by an award-winning planning and design team, HARP is a well-planned mixed-use development ready for building and private investment.
